Basic Income is a modest income paid by government unconditionally to all the citizens. It is paid monthly to every individual without any means test or work requirement. The basic principle behind this idea is that every citizen has a right to a dignified life and therefore should be given access to her basic material requirements of life.
An ideal Basic Income should have six elements: it is universal, unconditional, cash only, individual, monthly transfer, and a right for lifetime.
India Network for Basic Income is a nation-wide community of researchers, activists, artists, journalists, and concerned citizens who are keen to understand, research and advocate the idea of basic income in the Indian context.
It was established in 2015 by a small group of researchers who participated in the Madhya Pradesh Basic Income Pilot Study that was done from 2011 to 2013. The results of this study were positive and demonstrated that basic income, if designed and implemented well, could have a strong transformative and emancipatory effect on the lives of the poor. It is this conviction that propelled this small group to begin to talk about this big idea to more people, and that’s how INBI was formed.
India Pilot Study
Basic Income movement in India started in 2010 when SEWA- Bharat, the umbrella organisation of all SEWA (Self Employed Women’s Association) unions in the country, decided to experiment with unconditional cash transfers to the rural poor. The union’s initiative comes against the backdrop of inefficient delivery government’s welfare schemes meant to alleviate poverty. A research collaboration with Prof. Guy Standing of the SOAS University of London ensued, and resulted in a major pilot study.
Between 2011 and 2013, SEWA Bharat and SEWA MP jointly conducted the study in nine villages in the district of Indore in Madhya Pradesh. UNICEF provided the funds and Prof. Guy Standing was the Principal Researcher. The study is now widely known around the world as MP Pilot Study. In late 2014, a book summarising the main findings of the pilot study was published.
